Most digital-PFM conversations conflate four very different questions: are we ready, what should we digitise, how mature do we want to be, and what reform precedes which tooling? Doug introduces the FreeBalance Digital Public Finance Framework as a structured way to answer each separately. The framework has been validated across 14 ministries and four assessment cycles; the session walks through the template, then puts delegates in pairs to self-score their own country against it.
